All of these answers could be correct. There are phone scams that use strange numbers like this, so be careful. I would like to point out however, that certain VOIP (internet phone) services such as SkypeOut use such numbers. When I call my friends cell phones from my PC, it sends them an 11 digit number that begins with a zero. They cannot call back, because that number is not reserved for me. Anyone using Skype could receive that number at any time...so there is another possibility, but like I said...be careful of scammers because they often use internet phone services BECAUSE you can not trace them that way.

Don't call it anymore...and call your phone provider. It could be a scam. There is one out there, that if you call the number back, it will allow people in prison to charge that call to your cell phone. Make sure you ask your carrier about it.

It sounds like a scam. If you don't know a number that's calling then if you don't answer it or ring it back you should be safe.
If you are worried that it is someone that you know that is trying to get hold of you , don't worry - if it's that urgent they will find a way of getting hold of you!
