no, anyone can get it. You dont have to get parental consent...

okay I take that back:

FDA on Thursday approved Barr Laboratories' application for nonprescription sales of its emergency contraceptive Plan B to women ages 18 and older, the Washington Post reports. Women purchasing Plan B will be required to show proof of age, according to the Post .

However -

I believe you can still get it with a prescription if you are under 18.

All you have to do is call your OBGYN and ask for it. You dont even need an appointment. Just get the prescription from them and go pick it up. I did that and I have one in my cabinet right now :) Its easy.

Plan B can be simply understood as a FDA endorsed emergency oral contraceptive or birth control medication. Plan B is an ideal solution to prevent unplanned pregnancy in situations such as unprotected sex, contraceptive failure, or sexual assault. If your age is 18 years or above, then Plan B can be accessed without a doctor’s prescription. Whereas if you are 17 years or below you require a doctor’s prescription to obtain Plan B.

see http://ec.princeton.edu for more info about emergency contraception. you can also use monophasic pills for emergency contraception, brands differ in each area and how to use it, and some brands of pills cannot be used as such.
