I just bought this black fish with huge eyeballs, and what its now doing(garannteed) is lying on some rocks i placed in the tank. Sure it got 2 other fish to play with, but its always lying there. I know for sure it not dead because whenever I tap the tank lightly it move and swin about, when i am gone for a minute there it is again!

You have a black moor, a goldfish. It needs cold water and a filter. It should only be kept with other goldfish.
It likely is in bad water, not enough air, over fed or to hot.
Look up Goldfish Care and Health on the internet.

You need to specify what kind of tank you have set up, what kind of fish it was (sounds like some kind of black goldfish)... etc.
I don't have much to go on but..
Did you let it adjust to the tank temperature before you let it out of the bag? If not, it might have gone into shock.
Leave it be for a day or so so it can adjust.. tapping on the tank is probably just stressing it out more.

as you can see, without knowing what kind of black fish with huge eyeballs you have, no one can help you. go back to the pet store where you got it and take a sample of your water to be tested, and make sure you have it set up right. if you don't and you have a good pet store, they should give you credit for a fish that will be ok in your tank.

If that is not a feature of that type of fish its probably pop eye.
