Without knowing your son's skill level, whether hand sewing or machine sewing is involved, and the size, fabric and condition of the rags, this is a hard question to answer perfectly, but here are some possibilities:

1. How about a totebag and/or a backpack? This is something he could use, too. See link #1 below.

2. If the fabric isn't presentable as is, you could do tie-dying together to cover spots and things before you make something out of it. See link #2.

3. Rag rugs are the traditional way to use rags. It doesn't involve that much sewing, mostly cutting and braiding and then some hand sewing to bind the braids together. See link #3.

4. For general tips and projects for beginner's sewing, see link #4.

Hope this helps!

cut rags into strips and sew short ends together to make long strips
make 3 really long strips
plait them together into a really long plait
make a flat spiral oval shape, flat on the floor

If you have the cash, you could hire MacGyver to teach him how to make a plane out of rags, paper clips, and gum.
