Well, I highly doubt the right to a fair trial applies to forgetting your PE kit.
But as far as the teacher being right, if the PE kit is a requirement, then it's your responsibility to bring it. Whether you just remember, or you have to leave yourself a note, or find a way to leave it at school.
Essentially, this is the same as me asking why my manager would get angry if I forgot to go to work. And a doctor will generally charge you a fee for an appointment even if you forget to go. Quite simply, each of us has responsibilities, and one of those is remembering what those responsibilities are.

Teaches you responsibility. Basic responsibility.
If you can't remember to bring your PE kit, how are you supposed to remember something more important?
Like a doctor remembering to take a surgical instrument out of a patient's body.
Or a lawyer forgetting a client's statute of limitations deadline.
Or a mother forgetting her child in the car on a hot day.
If you kill someone or ruin their life cuz you "forgot", no matter what the reason, well, it doesn't change the fact that they're dead or ruined. Definitely deserve to be punished even if they didn't mean to. If they do this often enough, they need their license taken away and/or be thrown in jail so that they can't harm anyone ever again.

I know what you mean, but, as much as you don't want to hear this, when you forget something, it is your fault. You won't have someone following you around your whole life telling you what to remember. You have to learn this just like you have learned how to tie your shoe.
If you truly have so much on your mind that you forget things, then it is up to you to find a way to remember things that works best for you. I use a student planner, I keep all my homework assignments and info in it.
The bottom line is that forgetting something you are suppose to remember is a sign of disrespect toward the other person. This doesn't mean you have to remember it in your mind, but it is your responsibility as a person to remember, in whatever way works best for you. Saying you tried to remember is a cop-out, even if you don't thnk so and truly believe that you tried.
Life is life, and it is your responsibility to remember what you have to do, period.
Sorry, better to learn this now than later when it could cost you your job, or worse.

Take this time to learn to do whatever it takes to remember. During this time in your life, you can make lots of mistakes, like forgetting, without too much consequence. Later in life, no one is going to care if you "forgot" something or whatever, if you didn't do what you are supposed to do, then that's that. If you forget to mail your light bill, they cut off your lights (they don't care if you forgot), you forget to turn in something at work, you get fired (again, they don't care).
Practice the art of remembering. It will do you good.
