I don`t think that it is possible that water remains liquid at -4C. And about fishes, they can survive at very low temperatures. The frozen water on the pond surface acts as a layer which prevents the water beneath from freezing & the fishes are able to survive as they have water available.

no.. water solidifies at 0 C.. in frozen lakes, the ice layer rises above and floats in the liquid water below, due to its low density. This ice layer does not allow the liquid water to come in contact with the atmosphere and so it does not freeze. and hence, the marine life survive in low temperatures...

Nope.
The temp of water under the ice layer has to be in or above the triple point of water that is 0 degrees Celsius.
That water is isolated from the cold air by the very layer of ice.
