He is giving him good advise on life. To be careful about money and friendship. To be true to himself and don't give in to the whims of others for false friendship.

The "thrust" as you describe it is that Laertes should be "good" and keep out of trouble. That's the simple version however with the underlying of religion in every Shakespeare play and the superstitions that come from it , it suggests more that if he does do anything wrong he will be condemned for it. This is rather ironic, as later on in the play Polonius pays a servent to spread nasty things about his somn round in France in order to get more information on him.Hope that answers your question.
