Frequency reuse is more a factor of cell coverage by the base stations than anything the phone does on its own.

The use of multiple cells and multiple sectors within cells at a given base station site allow for two things: channel and frequency reuse at a single location, and smaller RF footprints at each cell/sector. Thus, cell phones themselves do not need to blast away at higher wattages in order to be recognized.
