Massachusetts IS a Commonwealth, but I don't know if that means self-governing state.

All states are self-governing. There are specific laws in place to allow states to select which Federal legislation they choose to follow. For example, the feds ruled physician-assted suicide illegal. Oregan ruled that it is legal. After Oregan pimp-slapped the feds, the feds then made it illegal for physicians to assist through other drug laws. They ignore this though. Another example is how it is legal for a person to possess less than an ounce of marijuana in Denver yet it's illegal *federally* since 1936. Check it out.
