These are the ways your friend can receive a txt msg from you via a computer:

1) using the txt web site for your friend's cell carrier.

2) sending an email via (cell number)@(carrier).(???) The address differs from carrier to carrier, and is not as intuitive as you might think.

3) send via SMS from an IM provider.

In each case, the destination is your friend's cell number. It will come up as a txt msg, and your friend will be charged for receiving it (either it will debit from the monthly package or be charged $).
