Being on "the down low" is the same as being gay. You're just not "out".
Wearing women's cologne, while odd and not typical, does not mean he is gay. If he is sexually attracted to men, then he is gay.

I'm going to say that no str8 man is going to wear women's cologne. not because there is anything wrong with it but because they would fear if someone found out they would think they were gay

No, it doesn't,
Perfumes and women's cologne (as well as men's cologne) usually matches the body chemistry in everyone. they just go with what they smell better with no matter which gender it is intended for.
