What is the earliest HS grade a good student can be in before a school will allow that student to take college classes while still attending HS.

I dont believe there is an "earliest grade," since you are in high school it should be okay. Just make sure that you have the prerequisites to be in that class.

DO LOTS OF SUMMER CLASSES. I wish I had, my cousin just graduated from high school last year but technically he has already finished 2 years of college because of all the courses he finished during the summer and as APs. Good luck@

Ask your counselor. It would be a pity to take the course and then find out the college wont honor the credit because you hadnt graduated from HS and or were not on the accepted list from your high school. Usually its done on a senior level.

Sure you can. Now if you mean as in during your normal highschool classes that would depend on state and local school board policy.

I had an early morning college algebra class that had a kid in it who was like 13.

I think there is no limit if they pass the placement test that serves as a prerequisite for most college courses.
