If a holding penalty is made in front of the line of scrimmage, then the penalty is from the spot of the foul. So if an offensive player holds on a play 9 yards into the play on first down, after the penalty would be 1st and 11.

Penalty on 1st and 10 from the 2 would result in half the distance to the goal line, thus making it 1st and 11 from the 1. Simple.

Get a holding call 9 yards downfield on a first down run. The penalty is 10 yards from the spot of the foul, giving you 1st and 11.

One way would be a penalty. There is rarely a down lost of a penalty and if penalty was Half the distance to the goal or similar this could put you at first and 11!

Could it be that the first down was a four yard gain with an offensive 5 yard penalty, resulting in the first down over again. This would result in the ball being one yard behind the original line of scrimage.

You could gain nine yards and get a 10 yard penalty for holding. The opposition would take the penalty, and you would have first and 11.

if you were close to your own end zone say on the two and got a penalty on first down, they couldnt send you back 5 yards only half the distance to the goal so it would then be first and 11

Offense is 3rd and 26 and the defense roughed the passer on that play.
15 yard penalty and automatic 1st down makes it 1st and 11
