Well it is true that it’s the designer not the software that makes the site “cool”
But if you have little or no programming experience I would recommend trying out
Antenna Web Design Studio by stormdance . it will do everything you referenced fairly easily without any html knowledge. They have a trial down load so wont cost you to try it. After you build a site or two you could open the htm pages in notepad to see the code and learn from there.

It's not the tool, but the designer, that makes the site.
Learn some web design first.
