You are saying that a neighbor, I am not going to call her friend, came crying to you that she needed to borrow forty dollars to buy food for her kids, and you lent it to her, later you found out she had used the money for something else. So far she has not paid you the money, and you are saying she is a heavy set woman and very vocal? now here is my answer to your question, If this is a friend who needs enemies, of course you should ask for your money back because money does not grow on trees, you have every right to ask for it, if she refuses to give it to you, just walk away from her if she starts shouting at you for asking for it. If in the future she still asks for money do not lent her any just say you don't have any right now. Now I know why I just wave my hand when I see my neighbors when I pass by because they are the same way as your neighbor, and I do not want any trouble with them. Have a few tins of soup or baked beans or something like that in your pantry and the next time she asks you can say that you don't have the cash but you can give her something to feed the kids. If she takes it shes for real, and it doesn't cost much for that little extra. If she returns for more be sympathetic and ask what the problem is why having trouble and maybe you can guide her to some help.
Maybe she is bringing kids up by herself it's not easy (I know)

tell her you expect the money back, if she promised, , or if you gave it to her, don't do it in the future, calling her on it now is a waste of your time, I can see you are concerned for the children, and if she ever approaches you again with a similar story(now that you have proved to be a soft touch)tell her sure but you will do the buying,and if she refuses then tell her, you know that she didn't buy food last time, and close the door as you will not be used again

Approach your neighbor tomorrow and tell her you need your money back as promised to buy your own groceries. Don't mention the fact that she spent it elsewhere unless you're absolutely pushed to do so. So what if she's large and vocal....that's your 40.00 that's owed back to you....go get it!

Chalk the money up as a lesson in what not to do. Next time she asks for money for the kids offer to take her to the store and buy the food for her if you are concerned about the kids.

Depends...maybe her need to buy that other thing was a greater need than the one she told you.
If it was something stupid that she bought, then don't let her borrow money again. Next time she asks, tell her that you just can't afford it right now even though you wish you could help.

Depends on what the other thing was that she bought. Maybe she needed it more but figured you'd say no unless it was for food. My daddy used to say Never loan anything you're not prepared to give away. Worth thinking about.
