First of all, check the website from your Internet Provider.
My IP provider offers Zone Alarm Security Suite free to all it's customers.
Anti-virus, anti-spyware, Firewall, Operating System Firewall...the works.
Also, there is no single best anti-spyware program.
It's best to use at least 2 different programs.

I hate them all but I got McAfee. Microsoft have some security stuff too which is probably free or part of it is free. I think Microsoft's stuff might be adequate for most. I don't like how all those anti virus programs have constant 'reminders' pop up trying to sell you more crap.
Or just get a mac.
