Im looking to buy a motorcycle and some ads specify that the bike is street legal. Does that mean that not all bikes are street legal? If so how can you tell, does it vary in different states?

It might vary from state to state, I'm not sure. Contact your local DMV for specifics.

To be street legal in USA - the bike has to have this stuff at least
Headlight w / high & low beam
Tail light
Brake light
If the bike was originally manufactured with turn signals, it must have them. If not, they are not required.
Horn
Mirrors
Street leagle tires (no knobbies) with a minimum of 2/32" tread depth in the center and no cracks or dry rot on the sidewalls.
Brake pads and shoes have to be in good condition.
No oil leaks from fork seals and engine.
Some states and inspection stations have more strict rules. These are the basic minimums.

Be very careful! If the bike is a chinese scooter/motorcycle it may not be street legal in your state. Just because it has lights, exhaust, ect, some state will still not allow you to register it based on the title. In Connecticut I know people that bought chinese bike over the internet and they could not register them. DMV did them a favor since most of those bikes are junk anyway.

If it is <50cc's, most states will let you use it as a "moped".

Please post what kind of bike you are asking about.

It varies state to state, but generally, it needs a battery based lighting system, a horn, a mirror and street/hybrid tires, and is subject to an inspection by a local police official if it is not titled as a street bike originally, i.e. a dirt bike converted to run roads.

If it is over 50cc in the engine department and you have lights and turn signals and everything operates as it should you are street legal, of course you wil need some lic. plates to legally ride it on the stretts. Hope this helps.
