Well, there's this one girl in my school that I like, and I think she likes me back (based on the fact that we've talked more than we usually do...I've known her for 4 years). She's really nice. I want to be with her without going out with her (until we both reach a safe age for dating...both our parents don't want us dating until we reach the "safe" age =/ I know that cause she told me). I don't want to ruin the friendship we got right now though. What should I do?

Well, until your parents allow you to date, how about hanging out in a group of friends. Invite her to go the movies with you and some mutual friends. We can all use another friend. Anytime you see her, give a big smile and say something friendly or encouraging. Perhaps your parents will allow her to spend some time at your house (under supervision).
BTW, I admire you for respecting your parents' wishes. I think they are very wise and are raising you to be a good man.

I think you should just keep doin' what you're doin'. Keep hanging out and being really close and when you reach that age, then ask her out.
If you know she feels the same, tell her how you feel.
