I don't know your price range but most women love to be spoiled and pampered. Get her a gift certificate for a manicure/pedicure/massage or whatever you can afford. If this is a very special person and you are also female, you might want to go too. Just because she is 70 doesn't mean she is "old" and not interested in female things. I am 62 and would not need a wheelchair, cane, casket or any of the other rude things that were suggested. A very good friend of mine plays golf 3 times a week and is 83. 70 is not old anymore so think young. You know her...think out of the box and be creative. If you are her grandchild, I would suggest going someplace that she may have taken you when you were young that is a good memory for you. My kids used to love doing that with their grandmother and she loved being with them. Whatever you do, have fun and wish her a happy day.

A pretty silk scarf to wear to church.
A gift certificate to her favorite hair dresser/beauty salon.
Take her out to dinner.
If she likes housecoats, a very comfortable warm housecoat. (The elderly tend to get cold more easily).
If she likes casinos, take her for the day, and give her a cup full of nickels or quarters.
Flowers (if she's not ill). If ill, no flowers because sometimes the smell can be overpowering for someone having difficulty breathing. Then perhaps a minimal effort plant.

I'll tell you what I got my 73 year old grandmother for Christmas. A mink coat. I got in on ebay for about $100. She was thrilled and would never buy herself something like that. It is not something that I would ever buy for myself. But her generation was big on fur and mink was the thing to have during the 50s. I bought a vintage mink. You can get them for less then $100 to if you look, especially now that the holidays are over.
Chanel was big in the 50s too. So Chanel No. 5 or a Chanel bag. they tend not to know the big names now like Gucci, Prada or Fendi.

Spend time with her for the whole day. Take her to a doctor. Get her checked by him/her. Get her medicines whatever he/she prescribes. If some tests have to done get it done the same day. If the result is negative that would be gift of healthy living. If it is positive it would be early detection and treatment.
In genereal take her care.

Off cource you can arrange a nice birthday party with all her friends and relatives.Make her the centre of attraction which boost her up and spend some time with her and listen to her.
Just remember oneday everyone will end up in her place.!!!!

Usually a figurine of her choosing, but mostly seniors are bored to tears. Take her out to a fancy dinner that's not gonna kill her stomach, or arrange for close friends and family to come together and open some champagne.

Take her for a day at the spa so she can pamper herself. I gave that to my 76 yr old grandma because she had never ever treated herself to anything. A massage, facial and a pedicure later my Grandma was a new woman and she felt yrs younger.

a cat or dog that is trained and timid and not to large in size.
I would also suggest a cleaning service for the home if needed.
Maybe a day at the salon her hair and nails and
a card definitly saying happy birthday too.
