I just got jergens skin softening and i use everywhere, my face neck hands. its great try it out. Or when you first get into your department store, pick up your lotion you are looking at getting during the shopping trip and put some one, put it in the cartso that if you do end up likeing it its right there. Then continue to shop, within the hour or so depending on what all you need to shop for, you should have a pretty good idea on the quality on the lotion. If it sucks put it back ...no harm done, just saves you ten dollars if it sucks. Or go to rite aid, they always have a 100 % return even if its opened make up, or lipstick you name it. they will return it.

I use Gold Bond Body Lotion. Fragrance Free, Triple Action relief for dry& sensitive skin. It isn't oily and it is nice to put all over your face even lips because there is no odor or taste.
I don't know about lotion on cold feet though! That would make mine colder. I usually put on lotion then put on socks and slippers.
This stuff is nice because it doesn't have that oily residue.
Good luck

they're not very cheap, but Lush makes AMAZING products. Their "honey trap" lip balm is just thick enough to coat your lips without suffocating them. they also make one for chapped lips. they have a foot lotion called "fair trade foot lotion" that has mint in it that soothes aching feet.
i swear by their "ocean salt" face scrub. i lived near an ocean my entire life and then i moved to a land-locked state with hard water (no salt) and my skin is the clearest it has been in four years.
find a good moisturizer, especially one with a sunscreen. you should always have one, even in winter when the snow reflects the sun like crazy. you can order from the Lush website or from amazon.com. it sometimes takes a while for it to ship because the products come from canada or the UK but i will never use other products if i can help it.

gigi, for your face, hands and feet apply: AVEENO (Daily Moisturizing Lotion), it's fragrance free and Dermatologist recommended. It moisturizes for 24 hours and will not leave any oily residue. (Use the one which comes in a beige tube with a green cap). It's excellent!
Lips: Use Blistex DCT for lips. DCT-Daily Conditioning Treatment. (Small apricot/peach color jar)-I swear by this!
I hope this helps with the ''wind blown'' problem.
