Technically, an "Absolute Monarchy", where the King had all power.
The 1600s, however, were a bit unsettled and many of the more powerful nobles had, at times, as much or more power than the King.
By the late 1600s, the Monarchy had begun to establish the reality of power, however, so it would be safe to say "A Monarchy".

It was an absolute Monarch by King Louis XIV. started around 1600 - 1800 AD.
