Any neutral colour would be fine.

Blue with black= conservative, businesslike, sharp.
Blue with grey or dark blue= very conservative.
Blue with light tan or off white= boring suburban yuppie.
Blue with dark khaki or brown= retro classic with flair.

Tan or white go well with blue. It also depends on what type shirt, where you want to wear it, and what shade of blue etc...
