as the administrator of a wireless SOHO (small office home office), is it possible for me to actually monitor the people who are using it to access the internet. i know they have been able to download tools in order to delete any trace of the internet history.
so all i wanna know is, can i see (as the administrator) all the internet pages they have visited while on my network?

It is possible to monitor anything so long as it goes through your a device that is capable of monitoring it, unencrypted.

However from what I gather, you wish to monitor anything going through a wireless router. In order to do that, your wireless router must support the feature -- if it does, it will usually be stated in your user manual.

Alternatively, if your wireless router doesn't support it, you will need to add another router in front of your existing wireless router that is capable of monitoring such connections. You would do this through something called packet sniffing.

Networks can be categorized based on the geo area they span as LAN, WAN, or Internet. Further, the design or topology of a network too can differ based on user and organizational requirements, such as star, ring, bus, mesh, etc. Whatever be the design or the topology, every network follows a reference design as described in the OSI model for data transmission and communication. Open System Interconnection is a reference model for a network and describes how information from an application installed on a device or system moves through various nodes in the network to another device within the same network or to an external network.

Don't know how many people you have at this SOHO but certain switches allow for port mirroring/port monitoring, with a good filter and a simple laptop you can capture certain IPs or websites.

Ethereal is free.

Otherwise, you can try and go after the wireless directly, but that can lead to outsiders being able to do the same thing :)
