This depends on what the 3 in 1 is for. If it's just for filing/shaping the nail, you start with the most course grit for filing down the size, the middle grit for shaping, and the smoothest grit for tidying the edges. However, if the file is intended for use on the nail surface, the process may be slightly different.

I don't have a source that I can document, but I have a family member in cosmetology.

I have one of those 6 in 1 buffers with the numbers printed on each side according to what comes first then last.
I file, then tidy up with mini files, then run the finiest file over the nail to even it out, then smooth, then buff.

Your's is 3-in-1, so I'm assuming it's just 2 files and one smoother/buffer? Work from gritty to smooth dear.
