edo soupy,these people spent a fortune remoldeling and the chef must have been off or asleep.I want them to do good but at this rate they are headed for hard times ,should i say something as constructive critisium or just send then an annonyous letter after all i'm not a chef but i know what its suppose to taste like?

Big hint here - Italian restaurants aren't supposed to serve fries. If they do, you can expect that the food won't be the greatest.

Tell the manager. If you can't tell who the manager is, ask your server to send him/her over and explain as nicely as you did here. Don't eat all your food and then tell the cashier on your way out, and ask to inform the manager, because s/he'll be in a mind-set that there you are, you ate all your meal and now you don't want to pay for it, so s/he starts off defensive. And the chef most likely won't get told. It's better if s/he has some proof of the chef's inadequacy to look at. Your meal may be prolonged and drawn-out, as you wait for a new one.

Hon I think you should have (discreetly) complained to the manager. At the very least, he/she probably would not have charged you for your meal.
