How are you trying to change it? Did you find a pic that you want to use as the background? Are you using a background program? Tell me more. If you found an image on the net and want to use it, make sure you save it as a Jpg not a bitmap or gif. The reason is jpg's are clearer when they are stretched.
If you have a pic on your pc you want to use, go to control panel > Display > Desktop chose your image and you can stretch it or center it. You can also browse your images by clicking browse.
If you are using a program to create a moving background you might have a driver interferace going on. Most programs that say XP compatible are not.

Did you try to download some pictures and go to save as and save it to your pictures or did you go to my computer and click on pictures to see if it was their to use it as a wallpaper or did you right click on your background and scroll down to properties and then click on background to change your wallpaper that might work....

Maybe a registry cleaner or something you downloaded disabled the ability for you to change your wallpaper.
I remember seeing some answer to the problem on PC World, so try going to http://www.pcworld.com and search the article about that.

is the wallpaper grey and looks like brick? If so then you might not have wallpaper

Are you going up under properties and then desk top? Shouldn't be a problem if so.
