The government had nothing to do with the initial phases of the internet. It was a private enterprise created by Tim Berners Lee. It was not a military invention, nor did the US government sponsor it.
Tim Berners Lee was a MIT graduate that wanted to find a way to allow employees of his company to more easily access files.
