If it is a male, here's what might have happened. If there's a fresh poop in his cage, it's most likely. Male snakes have hemipenes, yes, TWO, count 'em guys, penises. Sometimes when a snake takes a dump, the hemipenes will evert. Usually everything goes back where it's supposed to be. Sometimes it doesn't. Take him to the vet (hopefully there's a good reptile vet in your area) and they can tell for sure and correct it. This might (depending on severity) require amputation. This is WHY snakes have two, if in the process of breeding in the wild, something happens and one is damaged, the other still functions, so it shouldn't interfere with any breeding you hoped to do if that is what it is. Not that I'm encouraging you to breed ball pythons, but still.

It could also be a prolapsed rectum, possibly caused by a bacterial infection or digestive issues. Take it to a vet that deals with reptiles.
