He can't find either on a map without help, so who knows.
Certainly though, the lucky one is whichever he DOES NOT have a plan for. If Bush has a plan for your town - you know it is time to find somewhere else to live - because if it wasn't a total disaster all ready, it will be by the time he finishes with it.
