Shave WITH the hair growth, not against (leg shaving goes against the hair, but 'bikini line' shaving go with the hair). Definitely shave what a swimsuit won't hide, more than that is up to you. Oh, yes, a razor.

razor. just be careful or you'll cut yourself and it hurts a lot
