Frankly, you can't. Someone could sign up for Yahoo IDs using a wide variety of falsified information. Not even Yahoo itself knows who is who. Yahoo could track the IP address of the computer that is logging in and make guesses that one person is multiple IDs. But, they probably don't do this without serious reports of abuse.

They are allowed at least one per email address and most of us have numerous email addresses and can get many more. In other words, they can have as many as they want if they work at it.
