Virtual Memory is space allocated on your hard drive for those times that your physical memory (RAM) is not enough.
To increase the amount of virtual memory go to Control Panel > System > Advanced > Performance > Settings > Advanced > Virtual Memory "Change" > Custom Size > adjust as needed. 1.5 times your physical RAM is a good minimum and 3 times your physical memory in MB is good for your maximum.

RAM (Random Access Memory, the chips on a motherboard) are fast, but not cheap, and there's a limit to how much you can put on a board.
DISK DRIVES are cheaper, and bigger, but slower.
If you make a file (pagefile) on your hard drive, the computer can treat it like RAM. It's not REALLY memory. When you do big tasks, the contents of RAM and parts of the swapfile are changed back and forth.
You can run bigger tasks, or more tasks, as a result. But things run slower, due to the memory contents being swapped back and forth.

it means the pc needs more ram ... and it writes to a section of the harddrive and uses it as "virtual memory" ... you can increase the size of the section of harddrive the pc usesby going to control panel system advanced performance properties ... but really, virtual memory is a slow thing anyway ... more physical ram is much better solution ..

Its a swap file.. You need more ram if your computer is taking forever switching betweek tasks. try closing some unused programs on the taskbar on the right
