No, it breaks the copyright law. Most books say that "no portion of this book may be copied or reproduced without express permission" yadda yadda yadda.

It depends upon how you're using the copies and what you're copying. Stuff published before 1/1/1978 which has never been copyrighted may be copied without restriction. Every published item copyrighted before 1906 may be copied without restriction, since the copyright has expired. Stuff copyrighted after 1906 may be copied under the "fair use" provisions of the Copyright Act, which http://www.utsystem.edu/OGC/IntellectualProperty/copypol2.htm does a good job of explaining. I would recommend asking a librarian for more information on this, as they spend untold hours learning all about copyright in grad school.
