Can my boss hire or promote someone WITHOUT the minimum qualifications posted on the job description, bypassing others with the minimum requirements? This is a government job in Maryland

They very rarely enforce the minimum requirements. I word have to say that hiring and promotions are very subjective. The minimum requirements are usually just suggestions of experience and education.
If you don't agree talk to a HR. They could help if there is favoritism.

Yes. Not all requirements are going to be weighted the same. the person might exceed some requirements and be trainable to get to the minimum on the rest. I know Sam Walton didn't care if his store managers were ready for the job. He promoted based on character even if there were more qualified people.

His efforts were wildly successful by the way.

Promotions must be made according to the policies and violations must be reported to the superior for appropriate action.
