I enjoy writing poetry.
I start with ideas on how I'm feeling: Happy, frustrated, angry, depressed, content, sad, ect....
I then think of the strongest words I can to describe that feeling. List them and then spend some time making mental images of places you've been that you could describe in your poem. Once you establish your core ideas, the rest of your creation will flow from there.
For what it's worth, I always ask myself...where do I start?

I read all the answers and they are very inspiring - I hope to you too.
What can I add?
I really don't know - I am also faced with this problem, but since I am writing (my act of inspiration), maybe I can inspire you as well as myself.
I don't know what kind of writer you are. But here's what happens with me, if it will inspire you. Many moons go by, I begin to lament that my writing talent is gone with the wind and all hope is gone. Then deep in the night, I wake up and suddenly I hear a phrase in my crazy head that seems to be begging me to write it down and I run to write it before I forget it. Then the torrent of words come and before you know it, there's a miracle - a poem is born.

Write some fan fiction. Take an established setting and characters (for example the Star Wars universe or whatever it is you like) and try writing a short story around that. The benefit of this is it is an easy way to get started and there is already a community of people interested in the subject matter that would be willing to encourage your progress and read your work when you're done.

There's a website called Seventh Sanctum somewhere in the deep dark dungeon of the internets, it's pretty good with inspiration.

How about if you write about your earliest memory? And remember: adjectives, adjectives, adjectives! Put a lot of detail in. Everything you can think of. you can go back and edit later.
How did you feel at the time? What colors, sounds, sights, feelings were involved? Were there other people around? If so, describe them? Was it warm, cold, comfortable, unpleasant, joyful? Was it bright or overcast?
Well, you get the idea!
Good luck!

Go to the beach: look at the sky, the waves, tides crashing down on the shore.
Go to the park: look at the flowers, listen to the children laughing, look at the trees, the wind blowing the leaves.
Listen to Mozart, Beethoven, Sousa & Liszt (also: Philip Glass).
Read poetry by Milton and/or Shelley.
Good luck. :)

What do you feel the most passionate about? Sports, drama, a good book... Think of the things you feel most passionate about and begin writing why they are significant to you... This will get you started.

I think i can understand your problem, i mean i used to face the same problem and i hink that something in your life is effecting it whether you agree to me or notbut soon enough you will find a n obstacle which is blocking your way.
You need to listen to yourself and this may be a job which you can do yourself, you can do it, just listen to yourself!
