How can I prevent someone from being able to delete internet history from my home computer? Is there a setting I can change?

Sure, Its actually quite easy. It can be done through the mmc. Micosoft management console. and changing the setting for IE. You can also lock out the tools are all together. There is a whole ref on microsoft website under IE.

Dont think its possible. but you can purchase a program that will record everything and send it to your email address. cant remember the names but there are many. These programs are very good.
