Democrats would blame themselves, and everyone would blame them / Clinton. Clinton would retort, at least, that he took the threat seriously and did all he could and that al-Qaeda was top priority. At least he would have that defense.
Bush received an intelligence brief titled "Bin Laden determined to strike US using airplane" or something like that, and he blew it off. Hard to spin that one.

The September 11 attacks were actually planned during the Clinton Administration. I found that to be particularily interesting, in that many blame President Bush for the attacks. So the answer is no - whoever is president at the time of an attack will be blamed for it, no matter if it was their fault or someone else's.

If 9/11 occurred when the President was a Democrat, the US government is still blamed for the attack due to the conspiracy theory.

If 9/11 had happened with a Democrat in the White House, the president would have put all his/her focus on getting Bin Laden instead of wasting time, money and American lives attacking Iraq which had absolutely nothing to do with 9/11 and was never a threat to the US.

You'd have the liberals probably blaming the Democrats. Yes, that seems like a contradiction, but let me explain.
The liberal people are not concerned with those in power. They just want to complain about the people in power. And contrary to their belief, most politicians are the same.

Bill Clinton was President during the first World Trade Center bombing on Feb26, 1993 people did not blame him for the bombing but did blame him for his tepid response to this and other terrorist attacks that happened during hid presidency.

Probably Democrats, although there wouldn't be a war in Iraq so I guess it's a fair enough trade. I'd take it any day.
