truth or dare, twister, pics, filming stuff, movies, makeup/make-overs, just let them have caffeine, and have fun, the party will pretty much go on, teens can always find stuff to do.

maybe take her and friends to arcade or skating and make V.I.P(just 4 them)and play for an hour , then go see a funny tween movie,go to the store get cute girl kits and stuff and do makeovers and talks about boys and dance and sing.Then, in the morning let them eat breakfest and at 12:00pm let them go home!
Or have a hotel party/sleepover so they can get in the pool!

Since she's thirteen, you should have a party based on superstitions. Friday the 13th, black cats, walk under ladders, broken mirrors etc.
Providing you would find this funny and not think it's bad luck. LOL

for my 13th my mom got me a subscription to Teen magazine, since i was finally a teen :o) it was pretty cool! it felt like a 'rite of passage'
