War Machine wins. Rhodey has military training and the war machine armor despite the constant upgrades by Stark is the hummer of the armors( the hulk buster armor is the bulldozer). It also packs more weaponry than any other suit ever designed by Tony. Steel and that silly hammer wouldn't stand a chance.

War machine just has too many different ways of attacking. He'd take steel down.

I seem to recall hearing that they made some changes to Steel recently, being able to teleport his armor onto his bod, so he can’t be surprised any more, etc. I think that War machine carries more heavy weaponry…. I reluctantly give this one to War machine, though I could be mistaken if Steel has been augmented more than I am aware of.

As a dyed in the wool Marvelite it pains me to say this but I would have to give it to Steel. What it comes down to for me is that I think Steel's armor could withstand WM's arsenal, but I think A few hits from Steels indestructible hammer would lay WM out flat.
