I not sure, I know in America elderly people can (Or my State do it), not sure of the Age Limit, also, it may be a payee go first and if there an empty seat, they can go, if, you understand what I say. So, I would suspect Canada do the same. Call a College up and speak with the Admissions Office and ask.

Actually, yes, they are at quite a few schools. You would have to check with each school for the program you are interested in, and "senior" is usually defined as age 65 or older.

Yes, at least in some of them. I believe you still pay for the books, though, and as someone already noted, senior is 65. Most of them have websites, so I'd just check the one you're interested to be sure.
