Because women are the sex objects of heterosexual men. A sex object engaged in erotic behavior with another sex object is often stimulating. Moreover, watching two women treat each other as sex objects does nothing to threaten the observer's definitions of appropriate masculine behavior (as watching two gay guys might).

Most men have a fantasy about watching (voyarism) two women together because they imagine that at some point they would be included in the dynamic. Since men are so visual sexually, and we know that visual stimulation is very important to men sexually, they tend to use visual stimulation to activate and arouse themselves and the sight of two women together is a non-threatening to men abecause women have been subjected to the "weaker sex" in western society and culture.
