American Eagle because they have pants in any size and they have in in short, regular, and tall. Which is great because I'm short and I'm a size 2. When I go to other stores they either have only size 1 or size 3.

Kohl's. When my daughter was a size 0, she was able to find lots of clothes in that size at Kohl's. (she's now a size 5). She is also short at 5'1". Also, go to Petite Sophisticate..it is expensive, but quality clothes - especially for working.
