If you take 9 and multiply it by 10 then you get the original number.

The answer is 90 because.....

10%=1 tenth, right?
Then you know 1 tenth times 10 = 1 whole.
So you would multiply 10, (since that how many tenths = a whole) by B, which is 9.
10 times B=90, so your answer is B=90.

put it in equation form (10% is equal to 0.1)
(0.1)*(b) = 9
b = (9) / (0.1)
b = 90
