The elites are anybody that can get their policies accomplished but don't get held accountable for their actions. In the past this was the kings and greater nobility, plus Popes, Archbishops etc
In the US that mostly means you have a really lot of money, and own or run a big corporation, and spend a lot of that money buying influence.
There is another class of people who do not have that kind of money but are in position to sell themselves to the real Elites. This group is usually referred to as the Gang Of Pirates, or the Culture of Corruption, and of late has been entirely Republican
