First off aggressiveness is a MENTALITY. It has absolutely NOTHING to do with your basketball skills. Many coaches say that you cannot teach aggressiveness or that "killer instinct" and I concur.
I would say that if you lack aggressiveness in your game than I would gather that it has more to do in your confidence in your own game than anything else. If you know you're good and believe no one could stop you, then naturally that belief would display itself in the way you play the game. You just need to make a concerted mental effort to take more shots, and be tougher on defense. It is a belief in yourself and your abilities that you must create and allow to grow.

i had a similar problem.
in offense:
you have to learn to penetrate. the first step to doing this is improving your handling( if you need to, just repeat one crossover motion until you can do it ten times in a row. once you got that down, try connecting different crossovers together). the next thing is spinning. by watching dwayne wade spin his way through traffic, i learned how to get past big men, when they come up to you and you are inches away from the hoop, just spin around them and lay it in. to be proficient at this, you have to practice your spin to layup.
you also need to learn hesitation. THIS IS IMPORTANT. when going for a layup, don't immediately go up in the air when you are challenged by a taller player. hesitate until he jumps and then jump yourself. do the same thing with penetrating
Defense:
spread your arms wide but not outwards. YOUR ARMS MUST BE IN LINE WITH YOUR CHEST otherwise, you will be called for blocking. try to shuffle your feet, and if a player is moving in one direction, try to cut him off, by shuffling at an angle that doesn't make you go in the direction of the basket.
just shuffle, keep your arms wide and you will be a better on-the-ball defensive player.
to be a better off the ball defensive player, you have to have awareness. this can be learned by watching nba games, or defensive highlights on youtube.
hope this helps
