The progression of responsibility is as follows: John F Kennedy got us into the Vietnam conflict. Linden B Johnson totally screwed everthing up by trying to run the war from the white house & not letting the guys with the white hats prosecute the war. The hippie radicals caused, with Johnson's ineffectiveness, the nation to turn against the war. Richard M Nixon got us out of Vietnam -FACT! By the way, those 60's radicals are now in academia teaching our youth.

Actually, it was the press.

Walter Cronkite from CBS news said basically "the war is lost" after The TET Offensive. A military victory for the US and the South Vietnamese, yet a public failure in the press. Congress caved to public pressure and start cutting funding for the war, hence the South Vietnamese were hosed.

Look at the press reaction then and compare it to the First and Second Gulf War and you will be suprised......I went through it once, and I won't let them do it again.............

The United States had no business being in that war to start with. That being said...The responsibility for the fall of South Vietnam is no one else except North Vietnam and their backers!

I'd say Ho Chi Minh was responsible. Or perhaps the millions of Vietnamese who fought against the South Vietnamese government, including a large percentage of the people living in South Vietnam.

The Congress.

We should have honored our commitments to the South Vietnamese. These included maintaining their military aid and resuming the bombing campaign against North Vietnam if they re-invaded the South. The Democrats in congress refused to allow this and within months the South fell. After the South fell Cambodia fell to the communists and millions were slaughtered.
The Democrats in congress were directly responsible for the Cambodian genocide of Pol Pot.
