Usually, help with the program you're currently using (your active window). It opens the help file of that program, which can either be a file saved on your computer when you installed the program, or a webpage where you can get the help you need. Its there so that you dont have to move your pointer all the way up to the "Help" button. Saves time sometimes...but even so, i don't find myself using it that much - only when a "Help" button is nowhere to be seen.
So basically, if you're stuck with a program where you have no idea what to do, press the F1 button, you cant really go wrong there. Its not known to cause problems or anything like that unless your computer is pretty messed up, or the program you are using has a special function for the F1 key, (which is rare).

It all depends on the software you are using but usually F1 opens the "Help" window in most programs.

Depends on what you make it provide access to in your program. You're the programmer. Generally in Windows programs it opens help.

On nearly every windows program, it launches the help system, whether in the form of a task bar (office) or a help window (everything else). This may also apply to Mac software, but I'm not sure.

mostly a help key that I know about..Most programs I've used all say hit F1 for help

F1 provides access to Internet explorer help. there are questions there for trouble-shooting, and you can search for answers to your own Internet explorer problems.

I just pressed it because I was a bit daring and I didn't really know what would happen, but it came up aith aol help. I think it is basically the help button! always comes in handy if you're in a pickle.

If you have a really expensive computer then it can put into Formula 1 mode. That's a turbo speed mode so that your computer runs twice as fast. Just take care to move your mouse carefully otherwise you could crash.

It all depends on the program. Usually, in newer programs, it's help. If writing a program, it can be whatever you map it to.
