It just means they turned their phone off or it could be that they turned off call waiting and they are on the other line, but turning their phone off is more likely.

Absolutely not. It could mean they are busy, on the other line, or have their cell phone turned off among other things. Also, they could be rejecting your call... hope it's not that!

no, that just means they have their phone turned off. if it doesn't go to them or their voice mail and you hear something like "temporarily out of service", then that usually means they didn't pay their bill.
