For example, does it turn night and day overtime or does it rain and snow sometimes? Or is the weather and time of day always the same?

The day/nighttime will change according to the server time. 24hour clock. So there is a day/night
Weather is also available in the game. Though not in 100% of the zones. There is rain/snow/Sandstorms etc

I don't think it "naturally" changes. I think its programmed randomly into the game to change. You may go from Darnassuss where the sun is shining, to Auberdine, where it's raining cats and dogs. Or to Winterspring where you encounter a snowshower.
Side note; this is an "extra" that may be turned off or on in the interface options menu.

Yes it does go by night and day. When its night it gets darker. When its day its lighter. Yes the have rain and stuff. But they only turn that on once and a while because it makes it lag a bit.

the day and night go along with whatever your time standard is and hte weather is sporatic just like in real life... also... i always liked the fact that in major towns in the game they have bell towers that chime the hours and their always correct with my watch... pretty easy to get sucked into that world...

It changes.
Also, it changes in battlegrounds and it SUCKS. lol
Rain makes stuff very hard to see and so does fog.....
