Of course they can. Yo are be denied a raise for not speaking Twi or Azerbijani if that is a qualification that they are looking for. If most of their employees are Mexican then it seems that they have good reason to desire that particular skill.

Was this a condition of the job when you were hired? Yes, your employer can deny you a raise because of some lack on your part even if it wasn't a condition on hiring. The reason I asked that question is they cannot fire you on that grounds if it wasn't a stated condition. They can if it was.
